Recommend training resources to respond to identified needs. Conduct training for customer officials. Claims Management, Inspections and Best PracticesConducting onsite inspections of correctional facilities.Jail Best Practice Surveys (development and maintenance).Jail Inspection Protocols.Regularly contacting customer law enforcement agencies to audit and review corrections and jail policies, practices, and procedures. Reviewing results and recommending improvements using a best practice model.Reviewing law enforcement claims and losses, with specific emphasis on corrections/jail claims, to target risk management needs and emerging issues and to evaluate the effectiveness of programs; make recommendations to management on programs and services to respond to needs and issues.Responding to Jail Deaths. Customer ServicesCoordinating the provision of risk management and/or legal consultation to customer agencies by internal and external resources.Subject matter expert on topics such as, TeleMed/TeleHealth, mental health programs, professional standards, law enforcement risk management and leadership training, etc. Publications and TrainingCreating PowerPoint presentations on topics such as, professional standards, risk management, active shooter, leadership, etc.Writing articles for publications on law enforcement/corrections risk management issues. Relationship-BuildingDeveloping and maintaining risk management partnerships with customer police/sheriff department officials, OSSA, OACP, DPSST, Lexipol, Oregon Accreditation Alliance, and similar organizations serving the Oregon law enforcement community.Interacting with coworkers and proactively maintain team relationships.Representing organization on committees and at meetings associated with law enforcement risk management as assigned. EDUCATION, CERTIFICATION, CERTIFICATES, KNOWLEDGE & EXPERIENCE: Education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered. Education: Bachelors degree in Law Enforcement, Public Safety, or a similar field Knowledge: Current knowledge of law enforcement and corrections policies, laws and practices. Advanced training (i.e., FBI National Academy or similar institution) in public safety and law enforcement.SkillsMake oral presentations to groups.The use of computers, such as laptops, tablets, and smartphones and associated software.Program and project management techniques.Strategic and organizational planning techniques.Public relations principles as they relate to the public sector. AbilitiesFormulate concepts and develop strategies and solutions to address needs of a particular segment of CIS customers.Effectively communicate, both orally and in writing, with all levels of contacts.Write clearly and concisely using rules of English grammar and composition.Develop feasible short and long-range plans/goals to project and develop programs and projects.Establish and maintain effective working relationships with those contacted in the course of assignments.Organize, prioritize and perform multiple tasks concurrently.Exercise sound judgment in safeguarding confidential or sensitive information.Independently make decisions and take appropriate action.Describe complex ideas in understandable, usable ways.Conduct research gather information and analyze a variety of data.Motivate others in order to create trust, team spirit and professionalism.Provide training programs on law enforcement subjects. Knowledge of Oregon patrol policies and procedures, and an understanding of best practices in Oregon and nationally to reduce claims. Understanding of high risk/liability issues inherent in law enforcement. Licenses: Valid drivers license; employee must maintain a safe driving record while employed with CIS. Experience: Refer below. Knowledge of corrections operational management, along with 7 or more years experience as part of a corrections command/high level management team; experience should include supervision of corrections staff.Or, knowledge of corrections, along with 7 or more years experience as a customer of a command/high-level law enforcement management team; experience should include supervision of law enforcement staff. Seven or more years experience, including the following:Law enforcement operational management and supervision or law enforcement command staff or other high-level law enforcement management level experienceThe administration of basic and advanced law enforcement training programs.Law enforcement methods and procedures related to cities, counties, corrections, patrol, traffic control, investigation, identification, communication, administration and support functions.Participation in professional workgroups convened by OSSA, OACP, DPSST or others on corrections issuesPatrol risk management practices and principles SPECIAL QUALIFICATIONS:Current or prior DPSST Supervisory, Management or Executive certification or similar out of state certification, preferred.Preference may be given to applicants who have corrections experience.WORK SCHEDULE: Ability to work about 40% or more of your time, traveling by vehicle to customer locations around the state, as well as traveling to instate and out-of-state conferences and training; often requiring a longer workday and overnight travel. Frequently work outside regular schedule. Overnight Travel: On average, one to two nights of overnight travel per week is required. Occasionally, three to four overnight trips in a week might be necessary. Average Length of Travel: All CIS customers are within the State of Oregon. Typically, customer destinations may require as few as two to as many as eight hours roundtrip travel. The person in this position will also be required to travel to CIS Annual Conference and other staff activities. Out-of-state professional development opportunities may also be offered.
